The bottom is smaller than 9mm but they are small enough to use on mosfets which is very nice

It extracts a lot of heat from a small area, but that's also its Achilles' heel; I doubt that a simple layer of glue can hold the heatsink in place long-term once mounted horizontally on a very hot chip. The quality is there, and a good hot glue point can secure it.
